Mandal Commission Established
The Janata government established the Second Backward Classes Commission in 1979 under Article 340 of the Constitution, with B. P. Mandal as chairman, to identify socially and educationally backward classes and recommend measures for their advancement. Its 1980 report later became known as the Mandal Commission Report and recommended, among other measures, 27% reservation in central government employment for Other Backward Classes.
