Resignation of Congress Ministries
After Viceroy Lord Linlithgow declared India to be at war with Germany in September 1939 without consulting Indian political representatives, Congress demanded a clear statement of British war aims and India's political future. When no satisfactory assurance followed, the Congress provincial ministries resigned in October and November 1939.
