India Begins Phased Implementation of the Digital Personal Data Protection Framework

On 14 November 2025, the Government notified the Digital Personal Data Protection Rules, 2025 and began the phased commencement of the Digital Personal Data Protection Act, 2023. The same notification package established the Data Protection Board of India. The framework was deliberately staggered: institutional provisions took effect first, while major obligations governing consent, personal-data processing, individual rights and data-fiduciary duties were scheduled to commence later over one-year and eighteen-month transition periods.
