In 1918, cultivators in Kheda district sought suspension or remission of land revenue after a poor harvest and sharply rising prices. Local organisers including Mohanlal Pandya and Shankarlal Parikh began a no-revenue campaign; Gandhi and Vallabhbhai Patel helped broaden and organise the satyagraha. The settlement gave relief to poorer cultivators and provided for the return of confiscated property, although not every original demand was conceded.
